Consignee, Denton Program

Identified by the donor, the in-country consignee secures approval of the host government by arranging with a destination customs official to obtain either duty-free entry or provide tariffs for entry. The consignee:

·  Ensures compliance with all legal requirements in the destination country.

·  Receives and takes possession of cargo on arrival.

·  Distributes cargo to the beneficiaries

Construction Equipment

A general cargo category type that includes:

·  Backhoes

The dimensions of the item/commodity in cubic feet. Calculated by multiplying L*W*H (in inches)/1,738.

A general cargo category type that includes dental-related:

Denton Program

A commodities transportation program authorized under Title 10 U.S.C. Section 402, jointly administered by the U.S. Agency for International Development (USAID), the Department of State (DOS), and the Department of Defense (DoD. Provides authority for DoD to use available space on U.S. military cargo aircraft to transport humanitarian assistance materials donated for humanitarian relief by non-governmental organizations (NGOs), international organizations (IOs), and private voluntary organizations (PVOs).

A detailed description of the distribution plan for the items/commodities.

Description of Beneficiaries (Denton/FT)

Describe the beneficiaries' needs, how they intend to use the donated goods, and their ability to safely use the goods. Provide rationale for the project.

Description of Impact Area(s) (Denton/FT)

List the geographic area(s) receiving the goods and the impact upon the beneficiaries of their use.

Disaster Preparedness

The assistance provided (especially goods and works) to mitigate the risk of an occurrence inflicting widespread destruction and distress.

Disaster Response

The assistance provided (especially food and other necessities) to the needy or dispossessed who are experiencing the effects of an occurrence inflicting widespread destruction and distress.

Excess Property (EP)

Established by Congress in 1986, this program allows DoD to make available, prepare, and transport non-lethal, excess DoD property for distribution via the State Department to foreign recipients for humanitarian purposes. The provision of non-lethal DoD excess property for humanitarian purposes is authorized under Title 10 U.S. Code, Section 2557. The transportation and any necessary refurbishment or other services in support of the donation of excess property is authorized under Title 10, U.S. Code, Section 2561.

Food (Non-perishable)

A general cargo category type that includes:

·  Other food items of a non-perishable nature

·  Perishable items (e.g., items that require refrigeration) will not be transported.

Funded Transportation

The Funded Transportation Program, authorized under Title 10, U.S. Code, Section 2561, provides for the transport of humanitarian supplies on behalf of non-governmental organizations (NGO), private voluntary organizations (PVO), international organizations (IO), and on occasion other U.S. government agencies.

Humanitarian and Civic Assistance (HCA) Program

Humanitarian assistance projects and activities carried out by U.S. military forces as part of training operations overseas. HCA activities are conducted in conjunction with authorized military operations and are authorized by 10 U.S.C Section 401. Such activities must promote the security interests of both the U.S. and the recipient countries, and enhance the specific operational skills of the members of the armed forces who participate. The State Department must approve all HCA initiatives. HCA may not be provided (directly or indirectly) to any individual, group, or organization engaged in military or paramilitary activity. Typical HCA projects include medical, dental, and veterinary care provided in rural areas; construction of rudimentary surface transport systems; well drilling and construction of basic sanitation facilities; rudimentary construction and repair of public facilities; and other medical and engineering projects. The Director, Defense Security Cooperation Agency is the DoD approval authority for all HCA projects coordinated through the interagency.

Humanitarian Daily Rations (HDR) Program

The Humanitarian Daily Ration Program provides a low-cost, nutritionally viable, easily delivered daily ration for use in foreign countries to alleviate hunger after man-made or natural disasters. The HDR program is targeted to provide nutritional sustenance to a distressed or migrant population during the initial stage of an organized response to a crisis. The HDR program is designed to serve as a stop-gap measure until more conventional relief programs can begin or be resumed.

Mine Action

The Humanitarian Mine Action Program assists countries that are experiencing the adverse affects of uncleared landmines. This program, directly supervised by the geographical commanders-in-chief (CINCs), helps governments educate civilian populations on the dangers of landmines and how to identify and report them; trains local demining cadre to find and destroy landmines and return mined areas to productive use; and provides supplies, services, and equipment, to a limited degree, to clear mined areas that impede the repatriation of refugees and obstruct the means to lead productive lives. The program also aids in the development of indigenous leadership and organizational skills to sustain the programs after US military trainers have redeployed. The program is authorized by 10 U.S.C. section 401.

·  Approved: DSCA has confirmed DoD transportation can be arranged and a Transportation Control Number (TCN) has been assigned.

·  Cancelled: USAID, DOS, or DSCA has disallowed the application.

·  Completed: All goods have reached the debarkation point (i.e., delivered to the consignee.)

·  In Process – DoD: The period of time between receipt of the application by DoD and assignment of a TCN, i.e., while the application is being processed by DSCA.

·  In Process – DOS: The period of time between action on an application by DOS and forwarding of an approved application to DoD. (FT only)

·  In Process – USAID: The period of time from initial processing of an application by USAID and it being forwarded to DoD. (Denton only)

·  In Transit: The period of time between picking up the items/commodities and when all items/commodities have reached the destination point (i.e., completed.)

·  On Hold: DOS has, for security or other reasons placed the application on hold.

·  Submitted: Application received by HAP-I and an application number assigned. No action has been taken by DOS/DoD to process the application.

·  Withdrawn: Donor has requested the application be withdrawn from consideration.
